A hobble restraint can cause someone to pass out, and so can prone positioning with pressure. If he's passed out they are out of danger, I don't see a reason to keep him prone. I do understand the police see people in all types of conditions, and people can be incredibly strong especially under the influence of drugs. The only thing I can think of is if they were concerned he would wake up in a side position and they would have a hard time restraining him. But I don't think this is a valid concern cuz there were three of them.
